The job of a FrameTemplate is to provide a consistent look an feel across several pages. Its possible to have an infinte amount of FrameTemplate's. The key aspect of a FrameTemplate is that they may contain PHP like any other ApplicationTemplates may as well. Every page is configured to load certain modules into placeholders. The FrameTemplate is loaded with variables set for each placeholder. This enables webdesigners to place the module output wherever they want. Since every page can have a different configuration of modules and FrameTemplate the output is totaly flexible. However all pages using the same FrameTemplate will obviously have a similar appearance.
